Letter to Thomas Pickering in Newburgh complaining about a lack of rations for the Packet crews; adds that clothing would be a good reward but the crews change every week to ten days. He appeals for a compensation in money and for good men "for the season". Written at West Point, N.Y.

In response to the expansion of the Continental Army the number of staff was increased and reorganized in 1776. Changes included the creation of a new unit to supplement George Washington's personal staff.
